But she uptiers better than a Konig at least (anything in tier 5 uptiers better than New York, poor thing was powercreeped and need an urgent buff). Feels like a great trainer for positioning and how to not give broadsides. Overall though I still think the GC is a load of fun still has about a 65% WR and 63k average damage for me, and a decent earning potential. Ate a citadel through the stern in an earlier game that caught me by surprise, but it was another uptiered game so I'm guessing it was a 16" shell from a USN BB. Bottom line, finished with only 26k damage and rather frustrated. Put them out only to have the enemy KGV set 3 with his next salvo. Might have finished with a bit more damage, but was down to around 30% health when a Cleveland set two fires. Managed a cit on an enemy Cleveland, almost everything else was an overpen. Just had my first truly poor game in the GC it was a trifecta of crap: Uptiered (T7 match, enemy CV was a Kaga), RNG trolled me hard (1 overpen was the only hit in a full salvo fired at a stationary broadside Fiji 9km away), and zero team cohesion. Nevermind Tier 6-7 CVs that will feast on her. She definitely does not uptier well though - the guns lack the punch to hurt higher tier BBs and the armor isn't sufficient to protect her. I think almost any ship can be a bully when top tier, especially if driven competently and Cesare is no different.
